TARP funds wasted

tarpToday I was on a flight from  Indianapolis to Atlanta and sat next to a very nice lady from Alabama. I struck up a conversation with her and learned that she worked for the Alabama State government in the department of energy. She said her group is fully federally funded and that she was in Indy at a conference with 3,300 other state employees learning how to spend the TARP funds.  Spending money to learn how to spend TARP funds.  WOW.

I learned that her department funding went from $3M to $75 M from 2008 to 2009. I asked what the goals of her departnement were and she indicated that the funds are first and foremost to be used for energy conservation.  Spending the money for weatherization of homes for the most part.  She later said that the funds were to be used only for low income households.  I asked her, if there was a large old house and the family was middle class and it was an energy wasting home would they qualify.  “No” was her answer.  So the story is that the funds are not for energy efficiency, but rather wealth redistribution.
